With a leather boot, usually a figure skate, the boot can be stretched up to a 1/2 size, if you are wanting to finish off a year without buying new skates.
These same blade alignment principals apply to hockey skates also.   If that blade is not in the center of the boot and standing straight from the bottom of the boot, as in the picture of the figure skate, leave them in the store.   If you have already purchases a pair and you find the defect after you brought them home, return them to the store; that is a factory defect.   When the blade is rivited on, you can not move the blade.   As with everything else, educate yourself and buyer beware.
